Update DevOps without Notifications with Power Automate

Notifications are sent by default when a work item is assigned to you in DevOps.
Over 10 thousand tasks were created automatically and assigned to people, potentially resulting in hundreds of emails per person.
Power Automate was used to assign tasks without notifications in a recent project.
Permissions for updating DevOps without notifications should be controlled by admins.
The permission of interest is "Suppress notifications for work item updates."
Testing the permission can only be done on updates made through a REST API call.
Suppressing notifications prevents emails from filling inboxes but does not suppress the history of item updates.
The history of updates, including who did the update and when, is still recorded.
