The OOB solution for this issue is to enable the Auto-fit row height parameter in the Electronic Reporting Parameters form.
To make the Auto-fit row height work for merged cells, the Wrap Text property in the Excel template needs to be set to yes and the cell size in the template rows should be set to AutoFit Row Height.
Manually changing the height of a row in Excel will disable the AutoFit row height feature, but it can be easily corrected by using the AutoFit Row Height option in the Home tab of Excel.
The article provides three examples to demonstrate the usage of the Auto-fit row height solution, with the first example correctly configured and the second and third examples having issues with missing Wrap text and fixed height settings.
